5 weeks old
Carter suffered a traumatic brain injury when he was 5 weeks old. He has spastic quadriplegic cerebral palsy, seizures, cortical vision impairment, and global delays in all areas. “Carter’s Law” which was named after Carter was adopted in Arkansas in 2013 to educate and raise awareness for shaken baby syndrome.
